Boiler furnace with baseboards

The furnace has 3 sections to heat, the basement with own thermostat, and 2 sections upstairs with own thermostats. Last year the basement wasn't heating.  This year basement and one section upstairs is not heating.  Can anyone help me figure out what to do to get all sections up and running.     Well... a trivial point, perhaps, but it's a boiler with baseboards, not a furnace -- furnaces are for hot air.

    Now that said. as nearly as I can make out from the photographs, you have one circulating pump and the zones are controlled by zone valves on the pipes. Is that correct?

    If so, when you turn on one of the thermostats, what happens? Does the boiler turn on? Does the circulating pump turn on?

    If you have 3 thermostats and only one pump, you must have 3 zone valves. Can you show us those?
