Kids are so much fun, they said...

Depends on which vent pipe. Is this a vent for the plumbing? For the boiler or hot water heater? For the oil tank fill?

Assuming it's the oil tank vent, maybe you can carefully snake a garden hose attached to a shop vac, down the vent, trying not to send the dirt into the tank.
As far as what to do with your grandson, wrong forum. :)

Te best thing to do is, dig it up, remove the pipe and check out the horizontal run.

Vent pipes equalize the pressure in some systems, allow noxious gases to leave systems and allow fluide to flow into tanks by gravity or pressure.

And put the cap on tight so it can't happen again. Safe thing to do is vacuum out what you can first then take the pipe apart and clean it out. I would suggest cutting the pipe off near the oil tank, move the pipe and cover the tank opening with a rag or something to keep the dirt out while you clean or blow out the vent. Put it back together with a union
