Neglected Oil Heating System

I recently purchased a house where the oil heating system had been neglected. When I removed the panels to brush the fingers there was a lot of junk between them. The fingers were cleaned. Removed the chimney and found a lot of stuff on top of the water jacket. The oil filter had a lot of crud in it and was replaced. I also replaced the nozzle.
With the air temperature being 70 F inside and outside the house I started the boiler. It took temperature readings every five minutes. A summary of them was that after 40 minutes. The temperature shown on the water jacket gauge went from 68 F to 123 F. The outlet temperature went from 70 F to 99 F and the inlet went from 70 F to 88 F.

I have a few questions:
Does this length of time for the water to heat up seem normal?
Is there something else that I can do to help this system work at better efficiency?
Any other suggestions would be appreciated.

um... no. Not at all normal.

Yes. Call a reliable chimney sweep to clean and inspect the chimney. The call a reliable oil burner technician and boiler -- one who has the tools to do the job and knows how to use them -- to clean the boiler thoroughly and then clean, replace bits as necessary, and adjust the oil burner.
