honeywell smart valve on burnham revolution

Boiler not starting. No ignitor.

Two molex connectors. First connector has 24 volts on pink, 24 on black, zero on yellow.

Second connector goes to ignitor. With ignitor cable unplugged: The two bl wires have 13 vac between them. Shouldn't that be higher?

Ignitor connector from left is bl, bl, nothing, bllk.
These pins referenced to ground are bl 24 vac, bl .6 vac, blk 13 vac.

Its smart valve honeywell sv 9502 on a RV4NSL-L2 burnham boiler.

My guess is there is not enough output to the ignitor (which does not come on).

Thoughts?

    Just off the top of my head the two black wires going to the igniter should have 24 volts. I do not have the I and O manual for that boiler handy but my knowledge of SmartValve says there should be 24 volts. That 24 volts comes out of the electronics mounted on the valve. Do you have 24 volts to the valve? Is the transformer putting out 24?
