Sun rad vs gov-ray? Good idea to convert to recessed?

Just check the rated output of the existing radiators and of the proposed radiators -- as installed with the enclosure -- against the heat loss for the space. Or if you don't have that, make sure the proposed radiators will put out the same amount of heat as the existing.

If you are changing out the radiators to recessed rads you need to keep the back of the new radiator 2" off the outer wall. Before installing the radiator install aluminum foil on the structure wall to reflect the heat toward the room. Additionally, Install a fire stop above the radiator.

It seems to me you are considering this for aesthetic reasons you will get no benefit on improved heat or fuel savings. Be sure that the new radiators are 10% greater in heat output than the old rads.
This is because the air circulation is impeded by the enclosure.

If you paint the radiator paint with a high temperature flat paint.
