It's a sweet story but I'm trying to understand the water heater installation.

    My best guess is that they have a crawl space with limited height.
    Old heater was a shorty, maybe not good clearances for single wall vent.
    Or some flood protection required to raise the tank.

    Could have put it completely on the first floor....looks like they have a shelf above it so the footprint in not completely used up by tank.

    This could be in an area without code enforcement.
    I know some inspector could find some violation, but not sure what?

    Maybe lack of fire stopping between floors.....wait, like an open stairway to a basement?

    Could this be a Fire Code Violation? Opening in floor for Heating appliance installation? The draft across the floor might be noticeable, maybe it will get rid of some dust bunnies.

    Old school floor furnaces were in a hole in the floor....handy thing was being able to light the pilot from above on some models. IIRC

    A regular furnace more or less is too.

    Yeah, uh, we're just going to do without hot water until it is light out.
