Some Baseboards Heating - Others Not

in Radiant Heating
I just recently moved into a new home and had my contractor install Nest Thermostats.

I turned on the heat for the first time and in some rooms, the baseboards are heating and in other rooms, they’re doing nothing at all.

Any thoughts on what could be causing this?

    What does the contractor say about this?
    How many tstats do you have?
