Riello BGK1 370t1 motor blocks sometimes

sometimes when the burner starts, it goes into fault because the motor doesn't start spinning. When removing the cover and turning the ventilator blades a little, then it will run after pressing the reset button.
The capacitor has been measured (4µF measuring 3,98µF). Once it runs, no suspicious noise is heard. It is clear that the motor cannot start due to mechanical resistance at some point. Once moved (360°) the resistance is gone and it can be rotated smoothly.
Could the pump need to be replaced ?

    First sentance is contradictory.

May not be the pump. It could be a mechanical -- bearing -- resistance anywhere in the spinning assemblies.

I dont think your burner is offered in the States.
    The cap is good.
Is there 230v at the burner sub base? And 120v to ground on each?
Could be a dead spot in the motor.
There should be a troubleshooting chart in the manual showing resistance and required voltage at the various sub base terminals.
My money is on the motor.
If it is the motor, and the burner is like the 40 Series sold here, remove the burner and flip it upside down for better access to the motor, fan, and fuel pump.
