hot water baseboard

in THE MAIN WALL
after a service, weil boiler w/ hot water baseboard w/ 2 zones w/ zone valves, the downstairs zone will not heat unless the upstairs zone is on and pumping. i suspect a circulating pump wiring problem. any thoughts on this would be appreciated

    Take a look at zone valve. Is it in the hold open/manual position.

    The end switch in the down stairs zone valve seems to be faulty
