What can one use to seal up the exposed end of fiberglass pipe insulation on steam pipes? Is there some kind of safe tape, caulk, or mastic that can be use?

This is what our insulation sub-contractor uses. It's a white substance that is about as thick as mayonnaise. They literally paint it on the ends of the insulation (and occasionally drip a little on the brand new boilers we just installed).

Is that stuff safe. Will it interact with the fiber lock that was used when the old insulation was removed? It’s an open basement where washer and dryer are.

It's safe, water based mastic a lot like paint but thicker. Dries to a semi-pliable rubber/plastic hybrid texture. Probably wouldn't eat the stuff, but it's not the kind of nasty you can't breathe or touch. If you've ever been on a commercial jobsite, you know that crap will stick to anything and everything. Every ladder within 100 feet of the mechanical room has a gob or two on it
