Building heating management system

Anyone recommend a BMS for a multi family.
I don’t want a simple heat timer that controls the boiler based on a timer and a algorithm....
I want a system that can use data from current temps inside units, and outside temps that can
A- turn on and off the boiler only when needed to achieve max savings.
B- control what temps to heat the water as to get maximum savings (condensing .....the boiler when needed)
C- calculate when the boiler should go on based on future weather incoming temps.. ie if it still going to be colder maybe raise the temps a bit to keep run times down...
D- keep all this data online and accessible via smartphone....

    You're still only asking for a boiler controller, not necessarily a BMS. I know what you said, but the Heat-Timer MPC, with multiple wireless sensors, does all that.

    Aside from that, Tekmar is probably your best bet. Are you in NYC?
