That's an earlier version of a gas-fired radiator. There was a layer of water in the bottom of the unit. The round device in the gas piping is a regulator which varied the gas input according to how much steam pressure was in the rad. Most of these were unvented- the exhaust went right into the room- so they would not meet most modern Codes.
I can't see who made this one, but the James Clow company made lots of these things.All Steamed Up, Inc.
