lack of domestic hot water volume and pressure at tube/shower

It appears that when I turn on the hot water for the tub/shower. I get hot water with low volume and pressure out of faucet and sometimes a whistling sound, to make the whistling sound go away I crack open the cold water ever so slight. What might be the cause and what can I do to correct, the bathroom sink does not appear to have any such problem , thanks

    Zman - I am not sure of shower valve type or brand, just 2 valves and a spigot diverter?? . I have included 2 pictures# 668 is just hot water valve fully open not that much water, #669 is just cold water valve partial open, good flow and volume. Hope this helps

    I would guess there is an obstruction in the seat of the hot side. Sometimes all or parts of screw that holds the washer in place comes loose and is stuck in the water inlet opening. The rubber washer is mashed into place and it too may come loose eventually.
    Or debris from piping has found its way to that opening.

    In any event you have to remove the guts.....all from the front.
    Use good sockets. I would just rebuild both H & C sides.
