Cold radiator and cold inlet pipe

Hi - as I'm working on my slope problem in the returns, I'm also fixing some cold radiators. I fixed one with a new trap but this fix didn't work on the other. I noticed that the inlet pipe (steam) is not getting hot. Any ideas? The radiator has a thermostatic valve (actuator off at the moment as I can't find a replacement) that I assume is open. Two pipe radiator with boiler in basement and problem boiler on landing of stairs - two storey house..

    How close to the radiator does the pipe get hot? Trace back until you find out where the steam is stopping...

    Impoosible to trace it back - it's cold at least 5 inches from the valve. I can see the steam pipe entering from above, at a 45 degree angle, which doesn't seem right. It heads in the direction of the upstairs bedroom - about 8 ft above. Maybe I'll just let this one not work.

    I suspect the Tvalve may be broken in the "off" position, sending all the heat to the upper bedroom. You may be able to get internal orifices to do a similar job.
