    Radiator Vent noise?

Is that radiator the first or last radiator on that main? Have you tried switching out the vent to see if that changes anything? If it's the first vent to open after the boiler shuts down there will be a small vacuum in the system as the steam condenses and if that is the first vent to open, it may be the only one that breaks that vacuum and sucking all the air in until others open. Are you sure your main vents are working ?

    What model air vents

do you have on the radiators and steam mains?

It's normal for a vacuum to form when the system shuts down but having large enough main vents could help.
