trouble wiring pump control

I recently purchased a DPC-CLL dumpexing pump control from "DWYER". I and 2 electricians have been scratching our heads for many hours at this control trying to understand how to wire it in. I have tried to attach the only wiring diagram that came with the control.

The switch is to control and alternate 2 condensate return pumps to a steam boiler. The boiler has a float switch that sends 220 directly to the pumps. Id like to install this control between the float switch and the pumps so that it will alternate them.

Any light that can be shed on this matter is appreciated.
