Fan Control Board Issues

I've got a RUUD furnace that is giving me fits. The fan control board seems to be working properly but I think I've checked everything else. First of all, the transformer was bad. After replacing it the IDM and blower ran constantly. Troubleshot the thermostat, then the limit switches. I had voltage going out and coming back to the board. Both green LED's lit and steady(not flashing). Am I missing something?

Terminals are you testing?
Is the only trouble continuous fan?0 -
Fan and IDM will run continously
if a limit switch is open (hi-limit, Auxilliary limit, blocked vent switch, flame roll out switches etc) or a wire off somewhere.0
