Is a BFP required on my steam fill line if no autofill?

Can anyone tell me the answer to a question. If someone has decided against an automatic fill on their new steam boiler and will have a manual fill that is opened and closed each time he fills system (say a 1/2 ball valve) is he required to have a BFP (say a watts 9d)? Wouldn't it be superfluous?

i could not agree more on the lack of need for a back-flow on a manual fill system; however here in omaha, we were still required to have one installed, and to have the yearly inspection! this in spite of the presence of a spring-loaded fill valve, which cannot be left open.
this device on a steam system, serves only one higher purpose--to enrich the manufacturer! on hot water systems, the situation is a little different.
our option at the time was to use a hose to fill the boiler through one of the riser tappings, with no permanent connection.--nbc0 -
