Why ASME expansion tank

I understand that if a commercial boiler comes with a 50lb relief valve the expansion tank needs to be ASME rated.  if we put a 30lb relief valve on based on the boiler's btu/h rating, since the system pressure is only going to be around 15lbs, why can't we use a standard expansion tank?  does it have to do with the system's btu/h rating as well?

    I believe it is because the boiler is rated for 50# and someone could install a 50# relief valve in the future.
