Terminology is not always the same everywhere, but if by flow control you mean flow checks, the answer is yes you can. If the boiler and all the controls are above the slab and the piping drops, gravity flow will be minimal. Why not use circulators with internal checks.....talk about simplifying the piping!!!

    flow control location

    I have a two zone, two circulator, snow melt system with a primary boiler loop and variable speed injection pump.
    The pipng for the snow melt zones come up out of the ground. Question ? Can I install the flow controls on the return pipes rather than after the circulators . I am trying to simplfy the piping.
