big boiler small chimney

just came from an estimate for a steam boiler, existing boiler 546,000 btu with 12" flue was vented into a 7" clay liner. Of corse the boiler was completely sooted up.
New problem is how can i make this right? Dont think i have any place to run b-vent. Any ideas?

If not a new chimney
how about an Exhausto terminal draft inducer? I do not have the venting tables, but it might be nice to see what they can do with an underside flue.

Negative
The Exhausto goes on the top of the chimney. The chimney is maintained under negative pressure and controlled by a VFD. Very smooth control.0 -
Is the existing boiler
oversized, according to your radiation count?
