Solar Electric Panels

I'm doing a little research for a community that is going to do some renovations on town offices and municipal buildings, they are going to be incorporating solar domestic hot water and electric. I had heard somewhere that solar electric panels only give 100% of their output for about 7yrs or so and then re-rate after that down to as low as 40% over time. Is there any validity to this? If so, What is the expected lifetime?
Thanks in advance,
JD

PV panels should produce plus or minus 5% of rated output for the 25 year guarentee. There was an error rendering this rich post.

They,,,
must be kept clean! Long term accumulation of dirt and grime will reduce their output.0
