Boiler Water Increases - no automatic feed

The boiler was designed as oil, forced hot water. It was converted to gas using a Wayne P265 oil-to-gas burner gun. Then the heater man converted the boiler to a steam system.
No domestic hot water - we use a gas hot water tank.
No tankless coil is inside the boiler.
The manual feed valve is at least 30 years old.
Could I just change the rubber washer in the manual feed?

How
does the water rise in the site glass when I didn't manual add water?!! Some times there's gallons and gallons that come out - even when the boiler was cold for a week! There's no other water flow intake except the manual feed. The plumber doesn't believe me or doesn't have an answer. I am stumped.0 -

The manual feed may be leaking but I checked the water meter for any leaks when everything was off. Nothing registered as moving.
There's no tankless coil.
We use a gas hot water heater tank.
It must be the manual feed somehow.0
