Can you blow-down too often?

Hello. I recently purchased a 1930s home with steam heat. I've got water hammer on the second floor and surging at the boiler. I think that my system is pretty dirty. I've skimmed and blown down (completely emptied and refilled) the system twice in the last month. Each time I do this it helps the surging and the water hammer. About a week later the problems worsen again. At this point, I feel like I just have to blow-down the system frequently. Can this damage the boiler? Is there a better solution? Many thanks.
