Can you blow-down too often?

Hello. I recently purchased a 1930s home with steam heat. I've got water hammer on the second floor and surging at the boiler. I think that my system is pretty dirty. I've skimmed and blown down (completely emptied and refilled) the system twice in the last month. Each time I do this it helps the surging and the water hammer. About a week later the problems worsen again. At this point, I feel like I just have to blow-down the system frequently. Can this damage the boiler? Is there a better solution? Many thanks.

I think you may have some piping problems. Can you post some pictures of your system?"We see the world as WE are, not as IT is, because it is the "I" behind the EYE that does the seeing"0
