Piping

I have a steam and forced hot water system. I noticed that the hot water returns to the boiler from a one inch iron return. The steam return starts with a one inch return but steps down to a 3/4 inch copper with a check valve. From the looks of it these pipes seem like they should be reversed with the steam return traveling through the one inch iron and the hot water traveling through the 3/4 copper. Would the 3/4 inch copper slow down my venting? ed
