Can someone tell me how to determine the correct settings for the Honeywell Triple Aquastat High, Low and Differential. What are best settings for cold weather?

It depends...
Assuming an American cast iron boiler, set low for around 140 degrees F, high limit for 180 degrees F with a 10 degree delta T. That should keep you out of trouble, yet in hot water.
If it's a copper fin tube boiler, your low could be maybe 10 degrees F lower.
If its a Buderus boiler, low can be set for 107 degrees F.
Stay warm!
