I'd consider a 150kBTU/hr boiler... max.
However, the only way to know for sure whether the proposed boiler works or not depends on you knowing what you want to add. The additional load may double your load, it may only increase it by 20%, it may decrease it... it all depends on the construction techniques, window schedule, etc.
Since the modulation range of the Ultra 230 is 5:1, the minimum output from this unit is 46kBTU/hr. Your home will only start to need this much heat sometime deep into winter. This is a recipe for short cycling.. and you won't benefit much from the modulating burner in this boiler.
On the other hand, if you can change the overall input rating of the appliance and still take advantage of the 5:1 modulation range, great! But can it be done? That is, can you turn a 230-46kBTU/hr Ultra into a 70-12kBTU/hr Ultra? That would be a pretty nifty feature, but I doubt it can be done.
In the meantime, I'd think about what you intend to do in the addition, do a heat loss, and not increase the boiler beyond that. The baseboard loop in the basement has no effect on the overall heat loss, so it shouldn't influence the boiler sizing, for example.0 -

Maximum fan speed
1. Parameters 13 and 15 can be set to limit the maximum
boiler firing rate. Boiler firing rate is proportional to the fan speed, so reducing the maximum fan speed reduces maximum input.
2. Reducing maximum fan speed will be helpful for systems on which the boiler is oversized for either space heating or DHW, or both.
If the boiler is oversized for space heating, you can reduce the maximum fan speed during space heating operation, parameter 13, to limit the maximum boiler input.0 -
Most sensor wire can be ran up to 500 feet, 18 ga.

disable boost on Ultra

You mentioned disabling the boost feature on the Ultra...I looked in the manual but didn't see instructions for that. Would you let me know the steps?

It tells you how to go in and manually change the parameters...
Also page 16 tells how to disable the "boost"....
simply change parameter 11 to "0".....

...I've seen that...it looks to me like it's describing Gascom software...I can't get to parameter 11 on the boiler's control panel.

You need to get W/M Control addendum Ultra interface kit.
brochure #550-100-040/0804. You can use the boiler display or the interface kit/Gascom software.

Method #1 - Boiler display
With the six buttons on the front of the boiler and the proper code the boiler can be both monitored and modified using the digital display.
I suggest you take the time to print out the whole addendum and throughly read it if your going to make changes to your boiler on your own......
