Panting and gurgling - spreading to all radiators (steam)

This is a 1920s residential steam system converted to gas in 1948, one-pipe, two branches. We solved a problem with uneven heating after installing efficient windows by lowering pressure to 1/2 in, 2 out, and changing out all the valves. At first one radiator was making a bad rushing noise, and panting; now all upstairs radiators are panting, two are gurgling/rushing very badly, and one downstairs radiator is panting. In addition, for two years, downstairs radiators have been filling the valves with water. We were unaware of Dan's work and this site until recently. We have not cleaned the system in the 7 years we've been here so it could be clogged returns. We would like to know (a) if that's the problem, and (b) who can visit Teaneck, NJ to fix it. Thanks...
