had a problem with a water heater in a garage on a platform that when I raised the temperature to hot setting my relief valve would blow off. Does this mean that I need a water expansion tank to take up some of the pressure?

is there a check valve at the water main or a pressure reducing valve? How high did you raise the temp to and why? Be careful to not scald your self...if you did it to get more hot water output I would do a mixing va;ve to assist in the process....kpc

It could be
caused by excessive pressure, use a lazy hand gauge to monitor this for a day or so.
Or it could be a high temperature relief. Most T&P valves are set for 210°F relief I doubt that the tanks aquastat allows you to run that hot.
Look for a check or backflow preventor on the incoming line. It could be at the meter if you are on city water.
In the case of excessive pressure a DHW thermal expansion tank, properly sized, will be needed.
