Does anyone know what kind of heat exchanger (air gap or not) is required in Alaska for a heating water/DHW application?

Depends
on you local jurisdiction whether a single wall HX is allowed. You will have to call your local inspector.

heat exchangers
The local inspector said to use the International Mechanical Code, which I cunsulted, but I couldn't
find anything about vented or unvented exchangers. Maybe this is in the International Plumbing Code book, which I don't have.0
