cannot turn shutoff valve on steam radiator

in THE MAIN WALL
I cannot turn the shutoff value on an old steam radiator. I have tried wd40 but still not luck. Any ideas? thanks!

    softly softly catchee monkey... I have encountered packless valves which haven't been turned in years... which have responded to very gentle pressure (twist) with a well padded pipe wrench. As a last resort. That type of valve does not seem to respond to lubrication. Be prepared to replace it, though... if your version of gentle and its version disagree
