Air Vent Maintenance

I have one pipe steam system. I just bought the house and a number of the air vents on the radiators need maintenance or replacing. Do I need to shut the whole system off to work on an air vent or can I just shut off the supply valve for that radiator?

Either will work — but It's much easier just to turn off the boiler while you are working on the vents, and then turn it back on when you are done.
No need to drain anything or anything else — just flip the switch.

These vents need changing if they do not get hot, or they hiss when hot.
