These places manage to stay in business with lack of maintenance, failed inspections but they get by at least until something happens.
If they smelled gas they should have been smart enough to kill the gas supply or call the utility.

that is way too political of a discussion for xmas morning.
it is a combination of lack of any sort of meaningful regulation, robber barons, and lack of funding. the mentality that whatever we are paying for something it must be too much.
