I have a Gaurdian 95+ furnace that is starting up and running as it should until the blower kicks on then the gas valve shuts off and flashes code 9, the furnace is being "bench tested" in my shop and I jumped the thermostat on the board to call for heat, the polarity is correct on the line in. I don't think the blower is spooled up completely before it shuts down the valve. I have replaced the blower wheel for the second time in 3 years, they seem very cheaply made so I found a more robust blower of the same dimensions. As a side note, the furnace has set for a year before I changed the blower wheel. Thanks for any advice.

The more robust blower is fine — so long as it not only has the same dimensions, but the same airflow specifications. By no means the same thing.
What you have may be a heat exchanger leak…
