Does the bottom of my boiler look okay?

Yes it does. although it is about 22° off from level. If your basement floor that far off, you might think about putting some blocks and shims under one side of the boiler
…and by the way, My mother told me when I was about 8 years old, that spider webs are an indication of a clean home, because no self respecting spider would dare live in a dirty home. so those spider webs under the boiler indicate that you keep a very clean home.
(I was about 23 years old before I realized that spiders do live in dirty homes and my mother was joking)

After you make that expensive repair and you still have the same problem, What will you check next?

You could clean out the debris if it bothers you.

With some boilers I see in the field, that looks clean to me.
You can always clean it with a vacuum to make it even cleaner.
