Someone messed up the water supply rough, but hey..it looks neat...nice Chrome Plated nipples ($$$) and it could double as a grab bar in an emergency. Mad Dog

    did someone screw it up or did someone change the urinal to one that is much shorter? is that a 50's natco bathroom with full height urinals someone slapped tile and a new urinal over?

    Who knows Matt, but I think either two different plumbers roughed the waste & water, or one inexperienced plumber roughed the waste at Handicapped Height and water at regular height. Mad Dog

    Or, the original urinal was at standard height, and someone didn't want to pay to lower both connections.

    If that is located in an establishment that serves adult beverages, then it is a great handle for the three point stance, leaving one free hand for aiming, as @Mad Dog_2 indicated.
