basement heat

I have a new 1200 sq ft basement. It is insulated.

The winter is good because it has duct work that can be open or closed and just heating the house is good enough to have the basement at about 70.

But it is about 2 or 3 degrees cold in the summer because the A/C is on in the house.

I shut all the basement vents in summer but would like to raise the temp about 3 or 4 degrees

I have an adequate dehumidifier I only need to run in the summer because when the house heat is on in the winter the humidity is good.

With the de humidifier is on I can get to 50 percent in summer but without it I get to about 68.

The de humidifier does put a slight amount of heat into the basement in summer but not enough.

Your best bet would be to work on sealing the ductwork and registers to reduce the leakage in to the basement. If the returns in the basement are open in the summer they may be pulling more cooled air down there. some scheme to circulate the hot air from upstairs in to the basement is another idea

small mini split. Basements need heating while the above ground areas need cooling

Be careful about return ducts in the basement if you have a gas or oil furnace requiring combustion air from that space
