Need help about water leak around exhaust flue pipe

Hello, the cement around my exhaust flue pipe has crumbled, leaving a gap around the pipe. Both my natural gas furnace and gas hot water heater utilize this pipe. I have had major flooding in my basement, I believe it came through this area. The cement foundation wall has rust staining going from the pipe to the floor. Water also gets inside this pipe as well. I don’t know what to do or who is qualified for these issues. Thank you for any insight!

You need a really good chimney sweep and, quite possibly, a good HVAC tech. to repair or replace the breeching.
If you had "a major flood" from this area — by which I take it you mean several inches of water — you may have much worse foundation drainage problems…

Maybe you need a chimney cap.
I agree with @Jamie Hall call around and ask a few people who is the best chimney sweep in your area is. Maybe ask your heating company who they recommend.
