What temperature should a boiler be set at for a 19-story apartment building?

As the title says, I live in a 19-story co-op building and have been having issues with my water. Most days it gets as hot as lukewarm at best. When I called the management office they said the boiler had been set to 109 degrees Fahrenheit which to me sounds way too low when NYC regulations state that tenants should have access to hot water at a constant rate of 120 degrees F. What do you guys think? What should the boiler for my building be set at?

I think you've kind of answered your own question, eh? The regs New York say you should have access to 120 F water. Therefore… the water supply should not be less than 120 F…
Now your building super may be concerned, with some justice, that someone will sue them for getting scalded with the water temperature that high, and I seem to recall another reg. somewhere which says that water at the tap must not be over 110 F.

Look up the plumbing code that is used in your city, most are online theses days. Or call the inspectors office for clarity.
