Odd Radiator Piping

Why would the radiators in this old building be piped in such a way? It’s a hot water system, not sure if it was converted from a steam system at some point? They all work just fine though.

Nope, those are original. The valve is a Honeywell "Unique" which allowed a hot-water radiator to be hooked up at just one end. Go here for more:
