steam preheat coils

tube in tube style coil-only half of coil gets hot-header side
15 psi steam pressure
replaced trap and vacuum breaker
any thoughts ideas?

Coil could have frozen internally. When that happens you get no heat or partial heat, Steam inlet hot, and trap hot coil underperforms or not at all.
When this happens steam bypasses internally and parts of coil do not heat.
To verify cut hole in duct and check temp across coil
Also check exposed ends of tubes opposite inlet. Some may be hot cold ones have frozen internally.
You will see no leak with this issue
