went to a job the main vents where right above the elbow. There is an union right below that I was going to take the union out , how far lower do I have to go before I put a tee, nipple then elbow before I put a main vent

Don't bother with all that. Just put a nipple, an elbow, a nipple, and another elbow on top of the existing reduced tee

Then there's another one over to the left a little, correct?

Yeah. If you need more venting build an antler.

Generally 18" back from the drop to the wet return. But I agree, in this case, just go up and over.

I might get the job of changing the boiler …….. if I do I told the customer I’ll move the vent to a different location . I’m thinking go down (14 - 18 inches seem to be a magic number) since There’s a union already there. Then come out with a tee a small 3 inch nipple then elbow then a new steam vent .
yes theres 2 , 1 on each side

Did you read what paul said? Put the vent up on a nipple and call it a day.

I don't like vents mounted to vertical tees. The water is going to be running down the sides of the vertical pipe and it can get carried into the side outlet of the tee. The top port of the existing reduced tees is a good place.

The vent will be in a different location so you won't have told any fibs to the owner. Also replace the vents, those ones are no doubt too small and likely failed closed.
