    Is the shut off valve on the boiler fill line open? If it is and the pressure still doesn’t rise to at least 12 psi, then the fill valve may be bad or clogged.

    In that scenario, find a boiler drain near the boiler on the hydronic piping, connect a washing machine hose to that and the other end to a potable connection and slowly manually fill the boiler until you have 12-15 psi on the gauge. It should operate fine if there’s no major leak on the system, but the issue of the fill valve will need to be addressed soon.

    The fill line valve has a blue handle and is open in the first pic way to the right. Your water feed is bad but you may have a leak as well. Look into the bottom of the boiler inside and see if the copper pipe in the middle going to the bottom has a leak or corrosion there that's where the LWCO is located and they go bad I've replaced a few kind of common on these. For now fill it with a double ended hose from anywhere with portable water to 15psi

    Looks like a leak to me. You can put a cap on it to temporally seal it.

    This is the fill valve. If you raise the lever straight up, it should flow water to the boiler while it’s up, unless the valve is clogged. Close the lever once the boiler reaches 15 psi.

    The pressure regulator may be plugged up lifting up the handle briefly may help.

    Thank you so much everyone for your help! I believe I located a leak upstream at a garden hose spigot that was left on. It's off now, PSI is at 25, boiler is back, and the heat is on!

    Is that 25 psi with the boiler hot or cold?

    If it’s 25 psi cold, you need to let some water out until you get back down to 12-15 psi.
