Steam Coil on Ptac

Hey guys happy new year. We have a customer in a 100 unit apartment building with these ptac units. They have a lot of water hammer. We know that there's probably steam in the return line from a bunch of failed traps. My question is with a zone valve and a trap on the return is a vacuum breaker required?
