Adding water to boiler system

Hello! I'm a newer homeowner and have never had a gas broiler for heat that feeds to the radiators in our home. Our boiler recently stopped keeping up with the thermostat and I noticed the temperature on the boiler not getting as hot and the PSI was low. The temp won't currently go above 75 or so and PSI is at about a 7. I had the HVAC technician come out and take a look and he said I'd need to add water and possibly bleed the radiators. He said he could not do this for me as he's not a plumber but could do it myself or call a plumber. My question is, is adding water to this boiler as simple as turning both of these valves on until the PSI gets to 10-15 as he suggested and then closing them once it gets there? Any particular order in opening both valves? I assume I should have the system off and cold as well before doing so? Thank you for any assistance!

Just exactly that simple. Doesn't even have to really be cold when you do it, either. Keep an eye on the pressure gauge, though — it may increase rather quickly. And then make sure the valves are closed.
