It depends. Does the radiator heat? Is the vent spitting? Are there gurgling noises in the radiator? If not the pitch is sufficient. If so, you can try increasing the pitch, but it's usually slight maybe 1/8 to 1/4 inch for a 3' rad.

radiator was working fine with very little if any pitch. have to move it about 6 inches from wall due to reconstruction so i want to put the pitch in before i re pipe.

Assuming your moved riser is done correctly, you shouldn't need more than 1/4", if that.

Much more important is the pitch of your newly-installed pipe, how does it look?

only change to the riser will be the horizonal pipe will be 6 inch shorter and may raise the radiator 1 inch higher, want to put the pitch in and pipe to it.

The supply end with the supply valve would still sit on the finished floor.

If you are changing the horizontal run out then you can change the riser as needed.

The air vent end might go up a 1/4"-3/8" or so just to get some slope towards the valve.

More important is you maintain the pitch of the horizontal pipe you're shortening.
