heater fan cycles on an off often how often is normal per hour in a properly balanced system

Electric resistance heat, and the blower fan cycles off and on while there's still a demand?
Or are you saying the thermostat makes multiple demands per hour? If it's this one (I hope), what type of thermostat is it? Make and Model. If digital, it's in the setup prompts. If analog, there should be a heat anticipator you would match to the rating on the equipment.

Most electric resistance and other forced air heating systems have low thermal mass and typically maintain comfort best with a relatively high number of cycles per hour compared to higher mass heating systems. There is no specific answer since each system is different, but on a moderately cold day (say, in the 20s Fahrenheit) I would expect such a system to cycle perhaps 3 to 6 times per hour.
