Mechanical condensate pump exhaust flooding
We've got a steam powered mechanical condensate pump that blows water out of the exhaust when the tank drains.

This is a pump powered by a steam engine? Pistons? And is it the exhaust from the engine? Or an ejector? Or a vent on the condensate tank itself? Or… pictures might help here.

We need a better explanation of your return tank and condensate pump. There aren't many of this type condensate pump out there but there are still a few. Also, where are you located since there may be guys in your area that can help.Usually, this style pump was used in industry and heavy commercial settings.

This is a Spirax Sarco PPEC steam motive type condensate pump. Operated with steam. Condensate inlet and outlet on the bottom, operating steam and exhaust out the top.

Full disclosure. I have never seen one, let alone worked on one. However… they look pretty darned simple, and perhaps more to the point it looks like parts are available. If it's a relatively small amount of water, I'd be looking at the exhaust valve not seating properly, particularly if it's blowing water out the exhaust while the unit is draining
