How do I check the unit is getting electrical power? No hot water and no green light on ! Please advise

You need a voltage meter , work back until you find break .. But now ..Check the emergency switch on the top of the stairs …

Or, it might be by the outside basement entrance, possibly on the ceiling. Both locations were approved back in the day.

R7184B primary control with 15 second safety timing can be connected to replace a 3 wire primary control or it can be connected differently with separate power to L1 (power) and Limit (also power). Depending on how the control is connected ( or wired) it may be normal to have no power the the control. You need to see what limit control you are using. That may be the place where the power to the L7184B control is interrupted. Look for ~120V electricity between B1 and B2 on the limit / aquastat control
Post a photo of the controls on your heating system with the covers off of the controls from 5 to 6 feet away and some close up shots or the controls
